The Karnataka government concluded hours of high-stakes negotiations on Thursday night, confirming the cabinet portfolio allocation for the 13 ministers sworn in earlier this week. Chief Minister D.K. Shivakumar, who took office alongside his team, has retained control over Finance and the Department of Personnel and Administrative Reforms (DPAR). The most significant change involves the coveted Bengaluru Development portfolio, which Shivakumar held during his tenure as Deputy Chief Minister. This charge has now been handed to Krishna Byre Gowda. Meanwhile, the crucial Home Ministry has been assigned to Priyank Kharge, who will concurrently manage the Information Technology, Biotechnology, and e-governance sectors. Deputy Chief Minister G. Parameshwara has been entrusted with the Revenue Department, along with Youth Empowerment and Sports.
Several senior ministers were reappointed to roles they managed during the previous administration. M.B. Patil continues with Large and Medium Industries, while Satish Jarkiholi remains in charge of the Public Works Department. K.H. Muniyappa retains Food and Civil Supplies, and K.J. George holds Energy, with the additional responsibility of Tourism. Sharan Prakash Patil also continues his oversight of Medical Education and Skill Development.
Dissent Over Bengaluru Development
The allocation process faced turbulence, particularly concerning the city’s administrative oversight. Veteran legislator Ramalinga Reddy, who had reportedly been promised the Bengaluru Development portfolio, expressed deep disappointment after being assigned Major and Medium Irrigation instead. Sources indicate that this reallocation led to considerable friction, with the eight-time MLA even contemplating resignation earlier in the day. Given the proximity of impending civic polls, the management of the state capital remains a highly sensitive and contentious issue for the party leadership.
Addressing Cabinet Composition
Beyond the portfolio distribution, the government is also navigating criticism regarding the lack of female representation in the current ministerial lineup. When questioned on the matter, Chief Minister Shivakumar emphasized that the council has significant vacancies and assured that further opportunities for cabinet induction will be provided in the near future. He maintained that the final distribution of departments followed the specific directives issued by the central Congress leadership, aiming to balance regional representation with administrative experience.
For the newly appointed ministers, the road ahead involves balancing the demands of their respective departments against the backdrop of internal party pressure. While departments like Health have been given to U.T. Khader—who stepped down as Assembly Speaker to join the cabinet—and Urban Development (excluding Bengaluru) to first-time minister Yathindra Siddaramaiah, the government’s ability to function cohesively will be tested by the lingering grievances regarding the initial allocation process.
