A sprawling anti-corruption operation has exposed a staggering collection of real estate and liquid assets amassed by an engineer during his multi-decade tenure in the state government.

The Odisha Vigilance department has launched a high-profile investigation into Baikuntha Nath Behera, an Assistant Executive Engineer (AEE) currently serving with the Integrated Tribal Development Agency (ITDA) in Baliguda. The probe follows a series of coordinated raids conducted on Saturday across nine locations, including his office and residential properties in Bhubaneswar, Balasore, Jajpur, and Baliguda. Investigators allege the officer had been accumulating wealth far beyond his known sources of income, leading to the discovery of a massive stockpile of illicit assets.

A Career Built on Disproportionate Assets

The scale of the findings has stunned anti-corruption officials, who traced Behera’s career trajectory back to 1999. Joining the government as a junior engineer in Nabarangpur with a modest starting salary of Rs 6,000, Behera steadily climbed the bureaucratic ladder. By 2016, he had been elevated to Assistant Engineer, and as recently as February 2026, he secured a promotion to Assistant Executive Engineer. Despite these standard pay scales, the recent searches revealed that the official had allegedly transitioned from a junior engineer to crorepati status through illicit means.

The vigilance operation unearthed a treasure trove of wealth that points to a sophisticated web of investments. During the raids, officials seized over Rs 2 crore in cash, with an additional Rs 2.4 crore discovered stashed at his residence and within bank lockers. Beyond the physical currency, the department identified 13 to 14 high-value plots and five multi-storey buildings linked to the officer. While the valuation of these massive property holdings remains ongoing, the total assets already identified represent a significant departure from the financial profile of a state-level engineer.

Ongoing Scrutiny and Asset Valuation

In addition to the real estate and cash, investigators recovered 341 grams of gold jewellery and confirmed the existence of bank deposits exceeding Rs 45 lakh. These assets, scattered across various regions of Odisha, have now been brought under the scanner of the anti-corruption bureau. The sheer volume of documentation and physical assets seized suggests that the investigation will likely expand as forensic teams begin to audit the financial trail connecting these properties to the engineer’s official earnings.

This case serves as a stark reminder of the persistent challenges faced by state oversight agencies in curbing corruption within public works departments. As the valuation of the buildings continues, the Odisha Vigilance team is expected to file further charges, potentially setting the stage for a prolonged legal battle. For now, the department remains focused on consolidating the evidence against Behera, whose long tenure in tribal development and infrastructure projects has now become the central focus of a major state-wide inquiry.
