For 47 lakh electricity consumers in Uttar Pradesh, the latest bill is not just a financial document—it is a shock. Recent reports from reporters like Bhupendra Singh indicate that the Uttar Pradesh Power Corporation has quietly increased the sanctioned load for these users, a move that has effectively stripped nearly 25 percent of the state’s poorest households of their essential energy subsidies.

The impact is immediate and regressive. Rural families are now staring at an additional monthly burden of approximately ₹165, while urban low-income consumers face a steeper hike of ₹435. For a household already operating on thin margins, these numbers represent a significant dent in the monthly budget.

A Breach of Regulatory Protocol

The State Electricity Consumer Council has flagged this move as a blatant violation of the regulatory commission’s tariff order. Under the established rules, if a consumer’s load usage exceeds their sanctioned capacity for three months, the department is mandated to issue a formal notification. They are required to inform the user that their load is being upgraded—for instance, from one kilowatt to two—before the change is finalized.

By bypassing this notice period, the corporation has ignored the principle of natural justice. Avadhesh Kumar Verma, President of the Consumer Council, has argued that this is not merely an administrative error but a disregard for the legal protections granted to power users. The Council is now calling for a high-level investigation and immediate intervention from the state government.

The Smart Meter Trap

The crisis is compounded for those using smart meters. While Union Energy Ministry officials have previously assured the Lok Sabha that smart meter users would be exempt from "maximum demand" penalties, the reality on the ground appears starkly different.

Many consumers are currently facing a double-edged sword: they are being hit with demand penalties while simultaneously having their sanctioned load hiked without consent. With roughly 50 percent of the affected consumers being smart meter holders, the scale of this systemic friction is immense.

The Bigger Picture: Why It Matters

This incident highlights a troubling trend in state utility management where administrative "efficiency" often comes at the cost of transparency. When large-scale, automated changes are made to consumer accounts without proactive communication, it erodes public trust in public service delivery.

Beyond the immediate financial hit to the 1.70 lakh BPL families identified in this group, the pattern suggests a need for stricter oversight of how utility providers interpret tariff orders. If the state continues to prioritize revenue recovery through silent load upgrades, it risks alienating the very demographic that the power subsidy scheme was designed to protect. The government’s response will determine whether this is an isolated bureaucratic overreach or a systemic shift in how the state manages its power grid.
