The Parliamentary Standing Committee on Education, Women, Children, Youth and Sports has intensified its scrutiny of India’s examination infrastructure, issuing a stern directive for the National Testing Agency (NTA) and the Central Board of Secondary Education (CBSE) to provide written explanations concerning recent systemic failures. Led by Congress Rajya Sabha member Digvijaya Singh, the committee is conducting a comprehensive probe into the integrity of the NEET-UG 2024 process and the recurring technical frustrations surrounding the CBSE’s On-Screen Marking (OSM) system.

Defining the "Paper Leak"

Following a tense appearance by NTA officials before the panel, where they asserted that no official paper leak occurred—instead characterizing the situation as merely the circulation of "guess papers"—the committee has demanded a formal, concrete definition of what constitutes a "paper leak." The panel has asked the agency to clarify if any such incidents have occurred in examinations conducted since 2018. Beyond the immediate controversy, the NTA has been tasked with providing internal inquiry reports, staff strength data, and evidence of new recruitments made since 2022 to assess whether the organization is adequately equipped to handle the scale of national testing.

The committee’s investigation is deeply rooted in the need for structural reform. It has specifically sought a detailed status report on the 101 recommendations provided by the expert committee led by former ISRO chief K. Radhakrishnan. Established in June 2024, the Radhakrishnan panel was tasked with overhaul plans for NTA data security, governance, and examination protocols. The parliamentary panel’s demand for a point-by-point action report suggests a push for greater transparency in how these high-level reforms are being translated into policy.

Scrutinizing the OSM Framework

Parallel to the NEET investigation, the CBSE is facing rigorous questioning regarding its On-Screen Marking (OSM) system. The committee has sought clarity on the procurement process for the OSM contract, specifically probing whether rigorous background checks were conducted on the vendor, COEMPT. Lawmakers are seeking to understand if the board was aware of any historical associations between the firm’s directors and Globarena Technologies, a company whose software faced scrutiny during the 2019 Telangana Intermediate results controversy.

The urgency of the matter is reflected in the deadlines set by the committee. The CBSE is required to submit its written responses by June 8, followed by the NTA on June 10. These inquiries follow a series of public grievances regarding technical glitches, verification process delays, and payment failures that have plagued students awaiting class 12 results. As the board moves to align its curriculum with the National Education Policy (NEP) 2020—including the introduction of the three-language formula—the pressure on the CBSE to demonstrate administrative competence has reached a new peak.

The outcome of these parliamentary sessions is expected to have long-term implications for the governance of India’s competitive and board exams. By demanding granular data on contracts, staffing, and past anomalies, the committee is signaling that the era of vague explanations regarding "technical glitches" or "guess papers" is effectively over, and that the responsibility for ensuring a fair, stress-free assessment environment rests firmly on the shoulders of these central bodies.
