The fragile calm within Bihar’s NDA camp has been shattered by a fresh round of political friction. Upendra Kushwaha, head of the Rashtriya Lok Morcha (RLM), is publicly pressuring the BJP to honor what he claims was a firm promise made during the seat-sharing negotiations for the assembly elections. At the heart of this dispute is a demand for an MLC seat for his son, Deepak Prakash, a move that has now become a litmus test for the durability of the current coalition.

The Roots of the Dispute

Kushwaha’s demand rests on a letter purportedly issued by the then-state BJP president before the elections. According to the RLM, this document contained a two-fold commitment: that the RLM would contest six assembly seats and, crucially, that it would be allocated a berth in the Bihar Legislative Council from the BJP’s quota. While the assembly seats were accounted for, the MLC seat remains the pending piece of the puzzle, leading to this current impasse.

The BJP has countered this narrative with a different interpretation of their agreement. Senior leader Dilip Jaiswal, who was at the helm during the initial negotiations, argues that the letter was strictly limited to the assembly election seat-sharing arrangement. From his perspective, that pact was executed in full. Jaiswal further points to the fact that Kushwaha was subsequently sent to the Rajya Sabha, suggesting that the alliance’s obligations to the RLM chief have already been met.

The Communication Gap

The situation is further complicated by a lack of clarity regarding private channels of communication. Jaiswal has distanced himself from the current friction, stating that his role as state president concluded before any subsequent discussions between Kushwaha and the BJP’s central leadership could have taken place. "I have no information about what transpired between them and the high command," Jaiswal noted, effectively shifting the burden of resolution to the party’s central decision-makers.

Why it Matters: The Bigger Picture

This standoff is more than just a dispute over a single legislative seat. It highlights the growing challenges the BJP faces in managing a coalition where smaller allies often feel their political capital is being devalued. For Kushwaha, securing a foothold for his son in the MLC ranks is vital for his party’s succession planning and long-term relevance in Bihar’s competitive landscape. However, for the BJP, conceding to such demands risks setting a precedent that could embolden other partners to revisit "old promises." The outcome here will signal whether the NDA’s central leadership intends to prioritize the accommodation of allies or maintain a rigid adherence to their own interpretation of past deals.

As the primary source of this tension remains unresolved, observers are watching to see if the RLM will escalate its rhetoric or if the BJP’s high command will step in to prevent a wider rift. For now, the internal pressure is mounting, and the promise of a legislative seat stands as the latest, and perhaps most difficult, hurdle for the Bihar NDA to clear.
