Andhra Pradesh IT Minister Nara Lokesh has proposed a strategic collaboration with Russia’s Giredmet Institute to establish a high-tech rare earth refining and magnet manufacturing ecosystem in the state.

During his ongoing visit to Moscow, Andhra Pradesh IT and HRD Minister Lokesh held high-level discussions with the Giredmet Institute, a premier Russian research facility under the Rosatom umbrella. The talks centered on positioning Andhra Pradesh as a critical node in the global supply chain for rare earth elements (REE) and high-purity chemicals, leveraging the institute’s nine decades of expertise in the sector.

From Moscow Research to Coastal Industrial Corridors

The Minister formally invited the institute to explore the establishment of deep-processing and refining hubs in the coastal districts of Visakhapatnam and Srikakulam. These regions are being earmarked for their potential to handle complex mineral processing tasks. Beyond basic refining, Lokesh proposed the creation of a dedicated neodymium magnet production center in Nellore, a move that would significantly bolster the state’s footprint in the renewable energy and high-tech electronics manufacturing landscape.

The Giredmet Institute, founded in 1931, serves as a cornerstone of the Rosatom scientific system, specializing in critical metals, semiconductor materials, and sophisticated extraction technologies. A key pillar of the Minister’s proposal involves the transfer of proprietary technology to recover strategic metals from industrial waste and mining tailings. This approach aims to transform environmental liabilities into valuable resources while promoting sustainable mining practices within the state.

Strategic Energy Context

While exploring avenues for industrial cooperation, Lokesh also toured Moscow’s largest atomic energy museum, a facility jointly developed by the Moscow government and Rosatom. The museum, which has hosted over 3.5 million visitors from across the globe, offers a comprehensive historical overview of nuclear power development and its transition toward peaceful, civilian applications.

The visit highlights a growing interest in integrating advanced Russian nuclear and material science research into India’s industrial roadmap. For Andhra Pradesh, the potential partnership signifies more than just investment; it represents a bid to secure technical autonomy in the production of magnets and rare earths, which are essential for modern defense, EV manufacturing, and the global transition toward green energy. By aligning with a veteran institution like Giredmet, the state government aims to bridge the gap between academic research and commercial-scale production in the rare earth sector.
