In a strategic move to decentralize administration and improve grassroots governance, Assam CM Himanta Sarma has formally allocated "guardian" responsibilities to 16 cabinet ministers. Under this initiative, every one of the state's 35 districts has been assigned a designated minister responsible for overseeing development projects, coordinating between government departments, and acting as a primary point of contact during crises.
The directive comes as the state gears up for the flood season, a time when administrative agility is critical. By appointing these guardians, the government aims to ensure that district administrations have direct access to cabinet-level oversight, particularly when tackling natural disasters or navigating complex implementation hurdles at the local level.
A Balanced Distribution of Responsibility
The assigned ministers include both veteran cabinet members and newer appointees. Rameswar Teli, Atul Bora, Charan Boro, and Ajanta Neog—who were sworn in on May 12—have been paired with specific regions based on their existing portfolios. For instance, Teli will oversee Tinsukia and Jorhat, while Neog is charged with Morigaon and Kamrup.
A significant portion of the responsibility falls upon the 12 ministers who took their oath more recently on June 5. While these individuals are still awaiting the formal allocation of their specific portfolios, the Chief Minister has moved quickly to integrate them into the state’s administrative machinery by assigning them these guardian roles. This ensures that even before their departmental duties are finalized, these ministers can begin engaging with the district-level bureaucracy.
Wide-Ranging Oversight
The distribution covers the entire map of Assam. Pijush Hazarika has been given one of the most extensive mandates, overseeing the development of four districts: Nagaon, Hojai, Karbi Anglong, and West Karbi Anglong. Other ministers have been tasked with managing two or more areas to ensure no part of the state is left without high-level supervision.
"I am confident that the ministers will work closely with the district administrations to further accelerate our journey towards progress and prosperity," Sarma stated on social media. This oversight model is designed to bridge the gap between Dispur and the rural heartlands, ensuring that development schemes—ranging from infrastructure to welfare delivery—are monitored consistently.
As the state government prepares for a cabinet reshuffle and final portfolio distribution, which is expected to conclude within the week, the implementation of this guardian system signals a shift toward more proactive, field-oriented governance.
