In his inaugural press briefing, state Panchayat Minister Dilip Ghosh unveiled an ambitious roadmap aimed at revitalizing the rural economy of West Bengal. Emphasizing a shift toward a "people-first administration," the minister detailed plans to accelerate infrastructure projects and provide significant employment opportunities. The newly formed government is prioritizing the relaunch of several central welfare initiatives that had previously been suspended, signaling a concerted effort to restore governance standards across the state.
Reviving Employment and Welfare Schemes
A cornerstone of this rural development strategy is the July 1 relaunch of the VB-G RAM G (Viksit Bharat – Guarantee for Rozgar and Aajeevika Mission – Gramin) scheme. This initiative is designed to benefit over 2.5 crore job card holders, providing 125 days of wage employment annually. According to Ghosh, the project—which includes a 60:40 funding ratio between the central and state governments—will involve an annual expenditure exceeding Rs 12,850 crore. Furthermore, the government aims to expand the West Bengal State Rural Livelihoods Mission by forming one lakh new Self-Help Groups (SHGs) and supporting the creation of 20 lakh "Lakhpati Didis," with a target of facilitating Rs 40,000 crore in bank loans.
Tackling Vacancies with Transparency
To address the critical need for administrative efficiency, the cabinet has fast-tracked the process to fill over 11,000 vacancies within the three-tier panchayat system. Minister Dilip Ghosh underscored a commitment to integrity, stating that the department is actively considering engaging an impartial organization to oversee the recruitment exams. By outsourcing the testing process, the government hopes to eliminate concerns regarding corruption and opacity, ensuring that the selection process remains merit-based and fair for all applicants.
Infrastructure and Connectivity Upgrades
Beyond human resources, the government is focusing on the physical transformation of the state’s rural landscape. Work under the Pradhan Mantri Grameen Sadak Yojana is set to resume with renewed urgency. Following in-principle approval from the Union Ministry of Rural Development’s Empowered Committee on May 27, the state is prepared to undertake the construction of approximately 2,790 kilometers of roads and 45 bridges. This connectivity drive will utilize a combined investment of Rs 2,500 crore, serving as a vital catalyst for local trade and accessibility.
Expanding Governance to the Hills
Minister Ghosh also signaled an intent to extend the reach of local governance by introducing a robust Panchayat Raj system in the hill regions. This move is part of a broader commitment to rectify developmental gaps left by the previous administration. With portfolios spanning Rural Development, Animal Resources, and Panchayat affairs, Ghosh is positioning these departments as central pillars for the government’s efforts to streamline welfare delivery and modernize infrastructure throughout every corner of Bengal.
