The higher education landscape in India is set for a major transformation as the University of Liverpool officially moves forward with plans to establish its first international branch in Bengaluru. The Ministry of Education has formally handed over the Letter of Approval (LoA) to the institution, a pivotal step following the issuance of a Letter of Intent (LoI) on May 26, 2025. This development positions the UK-based university as a key player in the country's growing academic sector.

The high-level handover ceremony took place on June 4, attended by Union Minister for Education Shri Dharmendra Pradhan and External Affairs Minister Dr. S. Jaishankar. The United Kingdom’s Foreign Secretary, the Rt. Hon. Yvette Cooper, was also present, signaling the diplomatic significance of the collaboration under the broader India-UK Vision 2035 framework. Dr. Vineet Joshi, Secretary of the Department of Higher Education and Chairman of the University Grants Commission (UGC), facilitated the delivery of the documents to Professor Richard Grose, the Provost of the University of Liverpool Bengaluru.

A Curriculum Tailored for Global Skills

The new campus is expected to serve as a hub for both undergraduate and postgraduate studies. According to initial details, the academic offerings will span a diverse range of high-demand fields, including computer science, business management, game design, finance, and biomedical sciences. By bringing these specific disciplines to Karnataka’s capital, the university aims to bridge the gap between international academic standards and the needs of India’s rapidly evolving professional market.

Aligning with NEP 2020

This initiative is widely viewed as a concrete realization of the National Education Policy (NEP) 2020, which has consistently emphasized the internationalization of higher education. By inviting top-tier global institutions to set up physical infrastructure within India, the government hopes to provide students with world-class education locally, reducing the necessity for students to travel abroad for specialized degrees.

Timeline and Implementation

While the regulatory paperwork is now finalized, the institution is gearing up for the next phase of its launch. Reports indicate that admissions are slated to commence for the 2026 academic intake, marking a swift transition from approval to implementation. As the second UK university to secure such a mandate under current UGC regulations, the University of Liverpool’s presence in Bengaluru is expected to catalyze further academic partnerships and research collaborations between the two nations, reinforcing India's status as an emerging global education destination.
