Shadow Labs and Staged Proof: The Gurugram Arrests in the Bhagwant Mann Video Row
Two arrested in Gurugram over ‘forged reports’ in Punjab CM Mann video row

Two men have been arrested in Gurugram for allegedly fabricating forensic reports intended to clear Punjab CM Bhagwant Mann in a highly controversial viral video scandal.
The political heat surrounding Punjab Chief Minister Bhagwant Mann has shifted from the digital realm to the police station. On Tuesday, Gurugram police confirmed the arrest of two men, 25-year-old Arun Mehandru and another man identified as Ankit, for their alleged roles in a conspiracy to create forged forensic and cyber analysis reports. These documents were designed to provide a "clean chit" to the Punjab CM regarding a viral video that the Akal Takht, the highest temporal seat of the Sikhs, had previously condemned as “anti-Guru.”
The investigation, registered at the DLF Sector-29 police station, began following a complaint from Jaspreet Jassi, a digital forensics professional. Jassi alleged that individuals posing as senior Punjab government officials approached him with a clear directive: generate a report confirming the video was doctored and that the person featured was not Mr. Mann. The complaint suggests a sophisticated attempt at manipulation, noting that Jassi was offered a ₹10 lakh inducement and subjected to threats when he questioned the legitimacy of the requested findings.
The Mirage of Forensic Labs
The investigation has peeled back layers of what police describe as entirely fictitious entities. Ankit, a contractual employee with a Delhi government department, allegedly authored a report under the banner of “Cipher Sentinel Lab,” while Arun, who works for a department in Panchkula, issued a conflicting report under the name “Cyber Yaan Lab.”
Investigators from the Crime Branch have confirmed a damning detail: neither laboratory exists. They are not registered with any government authority, nor do they have a physical footprint. Despite this, both men reportedly signed the documents, effectively attempting to pass off fabricated claims as verified forensic evidence. With electronic devices and documents seized, the police are now tracing the source of the funds and searching for the architects behind the alleged plot.
The Bigger Picture: Why It Matters
This episode highlights the dangerous intersection of political image management and digital disinformation. When government officials allegedly resort to creating "shadow" laboratories to validate their narrative, it erodes public trust in both technological evidence and state institutions. By attempting to manufacture technical legitimacy for a political figure, the parties involved have inadvertently turned a video controversy into a criminal investigation of potential forgery and corruption. For the AAP government, which has cited these very reports to dismiss the video as a deepfake, the arrests pose a significant challenge to their credibility.
The Akal Takht has characterized the situation as a “very serious matter,” urging the Haryana police to widen the net and identify all conspirators. While the Punjab government has dismissed the arrests as a case of political vendetta, the legal ramifications are escalating. As the police probe the origin of the ₹10 lakh and the specific channels of communication, the focus remains on whether these two men acted alone or as pawns in a state-sanctioned attempt to sanitize a political crisis.
