NIA Claims PFI Orchestrated Deep Conspiracy to Trigger Civil War in India
PFI ‘sinister organisation’, its activities could’ve caused civil war in India: NIA to court

National investigators have presented evidence in court alleging that the banned PFI operated a sophisticated terror network aimed at destabilizing the nation through targeted violence and radicalization.
The National Investigation Agency (NIA) has leveled grave accusations against the Popular Front of India (PFI), characterizing the banned entity as a "sinister organisation" whose coordinated activities posed an existential threat to national security. During concluding arguments at a Delhi court regarding the framing of charges, federal prosecutors asserted that the group’s long-term objective was to radicalize Muslim youth and stoke communal enmity to a point that could have plunged the country into a civil war. Special Judge Prashant Sharma has since reserved the order on the framing of charges, marking a critical juncture in a case that has been under intense judicial scrutiny for months.
A Blueprint for Insurrection
Evidence presented by the NIA suggests that the PFI was far more than a socio-political group, operating instead with a military-style structure designed for subversion. Prosecutors revealed that the organization had developed a strategic plan to exploit potential geopolitical tensions between India and Pakistan. The theory, purportedly shared with cadres during indoctrination sessions, involved launching armed strikes from South India while the country's security forces remained preoccupied with border conflicts in the north. This aligns with broader investigations by the Enforcement Directorate, which uncovered that the PFI had been conducting arms training under the guise of physical education classes, teaching recruits offensive maneuvers, knife combat, and stick fighting.
Radicalisation and Global Links
The investigation paints a disturbing picture of the group’s ideological reach. According to the NIA, PFI cadres were directed to travel to Syria to integrate with the Islamic State (IS), learning specific terror methodologies that were to be replicated upon their return to India. The organization reportedly utilized religious propaganda—invoking historical grievances and current societal issues—to brainwash young men into viewing violence as a path toward establishing an Islamic state. Financial records further suggest a complex web of funding; money was allegedly funneled into the country through hawala channels and a traditional, religiously-framed contribution system known as Baitulmaal, collected from diaspora networks in the Gulf and Singapore.
Targeted Assassinations and Hit Lists
A chilling aspect of the probe involves the discovery of extensive "hit lists" maintained by the organization. NIA officials disclosed that the PFI had compiled detailed databases of individuals slated for elimination, including prominent BJP and VHP leaders, activists, and even a former judge. These lists, which reportedly contained nearly 1,000 names in Kerala alone, were maintained by internal "Reporter Wings" and "Khursit" departments. The agency argues that these were not mere idle threats but actionable plans meant to polarize society and neutralize civil leadership, providing the necessary rationale for the Ministry of Home Affairs' decision to impose a five-year ban on the organization in September 2022.
The Legal Tug-of-War
During the heated courtroom proceedings, the defense attempted to draw parallels between the PFI’s goals and the ideological aspirations of the Rashtriya Swayamsevak Sangh (RSS). However, Special Public Prosecutor Rahul Tyagi firmly rejected this comparison, arguing that the distinction lies in intent and legality. Tyagi maintained that the RSS operates as a nationalist organization that does not collude with hostile foreign powers or seek the destruction of India, whereas the PFI’s methods—characterized by secret training, procurement of weapons from neighboring countries, and the promotion of violent jihad—constituted a direct assault on the unity and sovereignty of the Indian state.
