While the Speaker noted that the document was requested by members across the political spectrum, he clarified that the onus of initiating any subsequent action, such as impeachment proceedings, rests entirely with the political parties.

The decision to table the report comes as the government prepares for a rocky session. Parliamentary Affairs Minister Kiren Rijiju announced the dates following President Droupadi Murmu’s approval, framing the session as a time for "meaningful debate." However, the Opposition, led by Leader of the Opposition Rahul Gandhi, appears primed for a confrontation. Senior Opposition figures have indicated plans to aggressively target the Centre over several contentious issues, including allegations of "vote theft," the impartiality of the Election Commission, and the recent theft of donations from the Ram Mandir.

The Speaker’s office is currently weighing two critical merger appeals: one involving 20 rebel Trinamool Congress MPs seeking to join the Nationalist Citizens Party of India (NCPI), and another concerning six Shiv Sena (UBT) lawmakers looking to align with the Eknath Shinde-led faction. With the DMK having exited the INDIA bloc, any decision favoring these mergers could significantly alter the arithmetic in the Lok Sabha, potentially pushing the ruling NDA closer to a two-thirds majority.
