Empowering Grassroots Fiscal Policy: New Report on Datasets for State Finance Commissions to be Released Monday

The Ministry of Panchayati Raj is set to unveil a landmark report aiming to standardize data access and strengthen the evidence base for local governance across India.

On Monday, New Delhi will host the official release of a critical report focused on streamlining datasets for State Finance Commissions (SFCs). The event, organized by the Ministry of Panchayati Raj, will be led by Chief Economic Advisor Anantha Nageswaran, accompanied by Ministry Secretary Vivek Bharadwaj and NIPFP Associate Professor Manish Gupta. This initiative marks a calculated effort by the government to bridge the long-standing informational gaps that have historically hindered fiscal decentralization.

Addressing the Data Gap

The formation of this specialized committee was a direct response to challenges highlighted during the Finance Commissions' Conclave on Devolution to Development in November 2024. At that forum, led by the Chairman of the Sixteenth Finance Commission, stakeholders identified a lack of comprehensive, interoperable data across various government departments as a primary obstacle to effective fiscal planning. Currently, SFCs—which are mandated by Article 243-I of the Constitution—often struggle to secure the granular financial and demographic data required to make sound recommendations for local bodies.
