Uneasy Tensions: TMC Factions to Share Floor as Budget Session Begins

As the West Bengal Assembly readies for its budget session, a bitter internal power struggle shadows the proceedings, complicated by a controversial bid to freeze party bank accounts.

The atmosphere inside the পশ্চিমবঙ্গ বিধানসভা is thick with unspoken tension as the budget session commences. In a tactical arrangement designed to test political nerves, the Secretariat has seated rival factions of the Trinamool Congress (TMC) side-by-side. While veteran leaders Shobhandeb Chattopadhyay and Biman Banerjee occupy the front rows, they will be flanking the rebel leadership, including Leader of the Opposition Ritabrata Banerjee and Chief Whip Akhruzzaman.

This seating chart is more than a mere administrative decision; it is a live-wire test of the party’s stability. Ritabrata, leading the rebel contingent, remains defiant. Though the High Court has yet to rule on his position as Leader of the Opposition, he asserts that his camp represents the “real” TMC and is prepared to prove their majority on the floor if challenged. For now, legal experts are urging caution, advising the rebels to wait for judicial clarity rather than rushing into a formal split or a merger with other political entities.

The Financial Tug-of-War

The political instability has spilled over into the financial realm, manifesting in an extraordinary move by former minister Aroop Biswas. In a letter to the HDFC Bank branch at Central Plaza, Biswas—claiming to be the party’s treasurer—has demanded that all TMC bank accounts be frozen. He cites the current "dama-dol" (chaos) within the party and the uncertainty regarding who holds legitimate authority as the primary reasons for this drastic request.

However, the validity of this move is being questioned. Following the recent internal reshuffle, Mamata Banerjee has reportedly appointed Subhashis Chakraborty as the new treasurer. By issuing this letter, Biswas appears to be directly challenging the legitimacy of the new committee. The move reflects deep-seated paranoia within the ranks, with concerns that cheques signed under the old guard could be misused amidst the ongoing exodus of MPs and the vocal rebellion among MLAs.

Why it Matters: A Crisis of Legitimacy

The broader pattern here is a classic struggle for the soul of a regional powerhouse. When a party begins to fight over its own bank accounts and seating arrangements in the state assembly, it signals that the battle has moved beyond ideological differences to a scramble for institutional control.

Whether the rebels eventually formalize their split or the leadership manages to consolidate, the upcoming budget presentation by Finance Minister Swapan Dasgupta on June 22 will likely be the real litmus test. If the rebels choose to disrupt or vote against the government’s fiscal roadmap, the "West Bengal" political landscape will face a constitutional crisis that no amount of parliamentary procedure can easily mask. The primary source of this volatility remains the lack of clarity on party leadership, leaving the bureaucracy and the assembly in a state of suspended animation.
