Patna Gets a New Face: Major IAS Reshuffle Hits Bihar’s Administration

The corridors of power in Patna saw a flurry of activity late Thursday night as the state government issued a massive transfer order involving 21 senior IAS officers. At the heart of this bureaucratic shake-up is the appointment of Kundan Kumar, the outgoing Nalanda DM, as the new जिलाधिकारी of Patna. His predecessor, Thiyagarajan SM, moves to the helm of the BSEB (Bihar School Examination Board) as its new chairman.
This reshuffle is not limited to the capital. Eleven districts have seen their leadership change hands in a single stroke. The list of postings is extensive: Udita Singh takes charge in Nalanda, Alankrita Pandey moves to Bhagalpur, and Kumar गौरव steps in as the new DM of Muzaffarpur. Other districts including Rohtas, East Champaran, Khagaria, Banka, Gopalganj, Kishanganj, and Jehanabad will also see new heads of administration assume office in the coming days.
The BSEB Transition
Perhaps the most notable change, outside of the district postings, is the transition at the state’s education board. Anand Kishore, who has served as the chairman of the BSEB for a significant period, has been moved to the environment, forest, and climate change department as its additional chief secretary. Given the high-profile nature of the examination board, this shift is expected to trigger a ripple effect in how upcoming educational assessments are managed. Thiyagarajan SM, taking over the BSEB role, will also maintain his responsibilities as a special secretary in the health department.

Administrative reshuffles of this scale are rarely just routine. By replacing over a dozen district magistrates, the government is signalling a clear intent to reset its ground-level delivery mechanism. Often, such moves are dictated by a need to curb anti-incumbency at the district level or to place officers with specific operational expertise in high-priority zones.
