The Anti-Corruption Bureau has uncovered a massive bribery network linked to state seed officials, sparking allegations of extortion against the Agriculture Minister.

The Rajasthan Anti-Corruption Bureau (ACB) has unearthed a high-stakes bribery racket that reads like a thriller. The operation, centered around the Rajasthan State Seeds Corporation, saw investigators intercepting a bus near Lunkaransar to recover Rs 85 lakh in cash from the nephew of a senior official. This dramatic seizure is just the tip of the iceberg, with total cash recoveries in the case now hitting a staggering Rs 2.44 crore.

The controversy began on May 27, when authorities raided a warehouse belonging to a company owned by Kiran Kapadia. Officials had flagged the firm for allegedly dealing in substandard or fake "Gajraj-brand" groundnut seeds, promptly sealing the premises and stopping all sales. According to the bureau, a bribe of Rs 1.80 crore was allegedly negotiated to make the problem vanish—specifically to suppress the case, return the seized seed stock to Gujarat, and clear the samples for future sale.

The Web of Arrests

The ACB dragnet has pulled in several key players. Jugal Kishore Bishnoi, a director at the state seed corporation, is at the heart of the allegations; the bureau claims he received Rs 1.20 crore, while another Rs 60 lakh allegedly went to Ganpat Bishnoi. Following the intercept of the cash-laden bus, searches at Jugal Kishore Bishnoi’s residence yielded another Rs 1.59 crore. Currently, the bureau has detained Bishnoi, Kapadia, Ganpat Bishnoi, Sunil Setia, and Satpal for further interrogation.

A Political Slugfest

The scandal has predictably snowballed into a confrontation between the state government and the opposition. Rajasthan Congress chief Govind Singh Dotasra has leveled serious charges, alleging that the raids conducted by Agriculture Minister Kirodi Meena are not merely administrative actions but a cover for an extortion racket. The Congress party is now demanding a transparent, high-level probe into the entire department, claiming that the state’s agricultural oversight mechanisms are being weaponized for personal gain.

Why it Matters

This case highlights a recurring vulnerability in state-run regulatory bodies where the power to "seal and sample" becomes a tool for leverage rather than quality control. When the institution tasked with ensuring the integrity of seeds—a critical input for farmers—is suspected of taking bribes to clear substandard products, the impact goes far beyond the balance sheets of a single company. It undermines the trust of the farming community in state certification. For the current administration, the challenge lies in decoupling genuine regulatory enforcement from political allegations of "raid-raj," a perception that can quickly derail public credibility if not addressed through rigorous, independent oversight.
